Abstract
The Inter-American Human Rights System suffers from a flawed structure. Countries that have not signed the American Convention on Human Rights participate in the election of the members of the Inter-American Commission on Human Rights. Countries that do not submit to the Inter-American Court of Human Rights participate in the election of its judges. Worse, a country that is not part of the Convention finances, almost entirely, these institutions. Its decisions reflect its poor legitimacy and accountability.
