Medicaid Planning for Long Term Care: California Style

Abstract

Medicaid is the largest payor for long term care in the United States. Though it is a federal program, Medicaid is administered on a state by state basis. California’s Medicaid program, “Medi-Cal”, differs dramatically from Medicaid programs in other states. This article sets out the major distinctions between California's program and other state programs and explains the challenges and opportunities this creates for applicants and their representatives. The article guides the reader through the Medi-Cal eligibility procedures and, more importantly, through the long-term care planning process. It delineates all of the major planning techniques in California and addresses important legal developments on the horizon that will alter Medi-Cal planning in the future.
