Abstract
The semiconductor industry consortium SEMATECH is used as the platform to study and critique science and technology policy on high tech consortia. The concepts of leveraging strategic technology options and competing in a game-theoretic context drive the analysis and research done. The authors focus especially on the collaborative R&D efforts undertaken by Sematech and Sandia National Laboratories.
