The first Capitol East Neighborhood Action Plan, completed in December of 1990, was successful in achieving its goals. Neighborhood accomplishments borne of the first plan include the following: the construction of a new elementary school (Capitol View); housing redevelopment on Walnut Street between East 15th and East 16th Streets; improvements to Stewart Square Park; designing attractive green spaces in highly visible areas;establishing an organized an “alley clean up” process in one alley each month during the SCRUB season;and the Neighborhood Development Corporation’s commercial development along East Grand Avenue.This second neighborhood revitalization process is a pilot program designed to review and update the plans of charter neighborhoods whose plans are more than 10 years old.
