Abstract
In the last twenty years, the study of international politics has passed
through a number of phases. These years have been very productive in
terms of "making" data, building theory and developing sophisticated
methodological techniques. Although it is not our intent to recite these
developments, we shall attempt to locate the thrust of our work in relation
to the research concerns of other scholars in the field. In the 1960s we
