Nowadays, for the increasing complexities of decision making and the growing number of decision making criteria, decision making based on scientific techniques is increasingly concerned and picked up by top managers. Choosing the best consultant is one of the most important decisions of top managers since the enormous effects of this decision on the future of a company. In this paper a 9-steps procedure is presented to choose the most appropriate strategic consultant. The most important specialties of this procedure are prequalification of alternatives and classification of decision criteria to two groups General and Special ones. The proposed procedure is used to select the best strategic consultant for Tehran Beautification Organization (TBO) which is one of the most important parts of Tehran Municipality. Implementing this procedure in TBO we found out that it has high level of applicability and can be used in the same way in other situations.
