Abstract

The current delivery practices of airport projects are traditionally outdated, lacking innovative and modern techniques which provide overall better cost, schedule, among other performance metrics. Design-build (DB) is an alternative and viable option for the effective delivery of airport projects. Previous studies have lacked in focusing on studying the determinants that affect the success of DB airport projects. This study aims to fill this gap. The goal of this research is to explore these determinants by computationally analyzing the perception of relevant experts. This goal is achieved by: (1) developing a survey to gather valid data on the likelihood of occurrence, impact on cost, and impact on schedule of 34 risk factors perceived in airport DB delivery as compared to design-bid-build (DBB); (2) clustering the data using the K-means technique; and (3) analyzing the clusters and providing insights from the emerging trends. Results indicate three clusters classified with low, moderate, and high-risk factors in terms of DB delivery as compared to DBB. The inability to fast-Track delivery poses the least risk. Ineffective risk management was considered to be an example of a moderate risk. And inappropriate pricing agreement method was determined to be the riskiest. Ultimately, this study adds to the body of knowledge identifying key risks that affect the delivery of DB airport projects.
