On the Framework, Problems and Solutions of China's National Innovation System

Abstract

National Innovation System (NIS) has been a hot topic in the circle of science and technology home and overseas. The NIS research in China is somehow behind that in foreign countries. The framework of China’s NIS should consist of the following five sub-systems: conception innovation system, institution innovation system, knowledge innovation system, technology innovation system, knowledge communication and application system. With regard to the establishment of NIS, some profound and major problems need solving. The NIS in China should meet its own situation, be accordance with its economic, social and technological development history. During that process, governments must change their functions, establish good environment and emphasize coordination.
