Since reform and opening-up, Chinese agriculture has experienced great changes, but still shows a relatively slow development. Trade liberalization in agriculture has become a trend. In this case, agricultural policies should help to build national agri-products market, integrate the farmers into the market and market economy, transfer farmers for producing crops with disadvantage to those with advantages, sustain farmers’ income growth. Building uniformed national market, fostering factor markets, furthering rural financial reform, and structuring agricultural support system will contribute to these objectives.
