Abstract
It’s About Access: An Update to the Report to the General Assembly’s General Law Committee pursuant to Special Act 13-10, “An Act Concerning a Study Regarding the Availability of Electronic Books to Users of Public Libraries” is a white paper that was the basis for proposed legislation SB 131, AN ACT CONCERNING ELECTRONIC BOOK AND DIGITAL AUDIOBOOK LICENSING. To require publishers of electronic books to license such books to public libraries on reasonable terms.
