Abstract
This report summarises ACER’s 2007 development of instruments and collections to support the Australian Quality Training Framework (AQTF) 2007 Quality Indicators. A suite of carefully designed and validated survey resources were developed to help Registered Training Organisations (RTOs) collect and use feedback from learners and employers to enhance the quality of their training activities. The main project activities were undertaken between July and December 2007 following six months of scoping and consultation, and included development and validation of learner and employer survey instruments, a computer-based Survey Management, Analysis and Reporting Tool (SMART), a validated survey methodology, an RTO Guide, and a series of supplementary resources to help RTOs manage their survey activities. A preliminary draft of a Code of Practice was prepared as a basis for subsequent conversations about the use of survey data. A phased, consultative and technically-rigorous approach was used to develop the resources. The phased approach helped manage progress, sustain momentum and sector engagement, and monitor risks. Ongoing consultation ensured that the work was sensitive to relevant policy and training contexts. Active input from peak bodies, sector agencies and RTOs helped shape the design and development of the resources, and plans for deploying them into practice. Technical methods were used to ensure the validity of survey resources. The project was wide in scope and conducted at a formative stage of the design and introduction of AQTF 2007. The broad aim was to develop a suite of survey resources to underpin a new approach to quality assurance in Australian vocational education and training. More specifically, the resources were developed to assist RTOs gather data against the AQTF 2007 Quality Indicators and provide a sound basis for internal improvement activities and assisting registering bodies assess the risk of an RTO’s operations.
