Shaughnessy noted the emergence of a "new library organization" and the creation of "an entirely new way of operating, a new organizational culture.' The purpose of the new organization is "to reduce bureaucracy, empower staff, create a team-based culture, develop a deeper ownership of the library by staff, and become more responsive to the library's customers."
