Abstract

Questions the sufficiency of the static power imbalance and dependency model in analyzing relations between the United States and Canada through a discussion of the formulation of the Acid Rain Policy. Proposal to use the policy process framework as an alternative. Statement of the problem; Suasion as an instrument of government policy.
