It’s Not An Experiment: Regional Planning at Metro, 1990 to the Present

Abstract
This chapter describes pivotal regional planning efforts of the early 1990s, beginning with the Regional Urban Growth Goals and Objectives and ending with the Regional Framework Plan. I then consider key recent regional planning "event," the 2002 expansion of the urban growth boundary (UGB). The chapter concludes with an assessment of lessons learned and prospects for the future. Observations regarding the role that region-specific factors have played in Metro's regional planning will be offered as a way for presenting lessons learned here to outside observers interested in pursuing similar planning projects in their own region.
