Abstract
In this viewpoint, Zelinsky argues for passage of the Multi-State Worker Tax Fairness Act of 2016 in addition to the Mobile Workforce State Income Tax Simplification Act of 2015. He asserts that both are needed as the latter addresses only nexus issues while the former addresses equally important apportionment questions.
