Abstract
This paper walks the reader through the development of a virtual library plan and shows how the problems encountered were resolved and the tactics which were used to sustain commitment to the project. There were two characteristics that seemed to explain the success of this group: 1) they valued their work roles in their organisations, and 2) they participated in peripheral learning, i.e., local expertise-sharing and interaction.
