Abstract

This paper argues that planning and management of human resources is critical for overall organizational effectiveness. It contends that the advent of ICT has brought several trends together which in concert has given communication professionals unprecedented opportunities to develop critically innovative and effective information systems. These opportunities, the paper argues, which should serve as a platform for the advancement of knowledge in Africa is seriously undermined because of the near absence of ICT facilities and inadequate funding to train library personnel in many African university libraries.
