How to Ban Muslims without Mentioning Muslims

Abstract
Puts President Trump’s travel ban into historical perspective. Specifically, it compared the ban to Mississippi’s disfranchisement of African American voters in 1890. Mississippi was able to do this, despite the 15th Amendment (which said that states could not deny the right to vote on account of race), by never mentioning the word “black” or “Negro.” Similarly, Trump’s travel ban targeted Muslims, even though it never used the word “Muslim.”
