Abstract
"I welcome and greatly appreciate the opportunity to reply to Professor Stone's insightful and provocative article. The section of Professor Stone's article that bears most directly on my original analysis concerns what he calls the “economic imperative.” I, therefore, shall focus most of my remarks on that issue."
