Following up on work by O’Leary and Kline (2008, 2010) for the U.S. Department of Health and Human Services and the U.S. Department of Labor, this project used program administrative data from a group of states to analyze the extent to which individuals who lose a job after leaving Temporary Assistance for Needy Families (TANF) apply for and receive unemployment insurance (UI) benefits, the reasons why some UI applications are denied, and the correlation between UI receipt and TANF cycling. Patterns were examined preceding and during the Great Recession. The relative importance of UI and TANF as household income support were compared, and strategies for coordinating UI with TANF were examined.
