Abstract

The post-World War II international system made globalization possible, but globalization challenges the legal underpinnings of that international order. The nature of global issues and actors affected by and crucial to a state’s effective functioning are profoundly changing the understanding of responsibility in international law. The fragmented and shared responsibility created by the twentieth century’s international institutions, technological changes, and networked local political activism are laying the foundation for a new system of global responsibility.
