Official Public Comments on the CA Bar's proposed rules for a 50-hour pro bono requirement for admission

Abstract
Following New York's lead, the California Bar intends to create a 50-hour pro bono requirement for law school students. New York requires that the 50 hours be completed prior to admission. But, the CA Bar plans to allow a one-year deferral period.  As a result, the CA Bar intends to create an expensive administrative oversight program, and harsh penalties for non-compliance. These problems are the reasons why New York simply made the requirement a pre-admission requirement. And California should do the same.
