Former Deputy CEO, Research and Assessment
Dr Catherine McClellan commenced as Director, Assessment and Psychometric Research at ACER in January 2019, and was Deputy CEO (Research and Assessment) from 2021 until July 2023.
Dr McClellan is the owner of Clowder Consulting, providing services in psychometrics, teacher observation, and observer training. She has worked with clients including the AFT, NEA Foundation, NNSTOY, RIFTHP, NYSUT, Tripod Education, Chicago and Boston Public Schools, and the Tennessee Consortium on Research, Evaluation, and Development.
Dr McClellan has designed and managed research and operational projects ranging from small to large scale. During her 13 years at Educational Testing Service, Dr McClellan oversaw the quality and accuracy of human constructed-response scoring for all ETS programs and directed the psychometrics of the National Assessment of Educational Progress. Her research interests include teacher practice; how humans score complex performances; optimal scoring designs; and monitoring data quality. Catherine received her PhD in Research Evaluation and Methodology from the University of Florida.
