Abstract
The potential for global dispute over common resources arising from an inability to sustain coordination is significant. As global demand for resources increases and supply grows scarcer, the threat of inter-state conflict becomes ever more plausible. At the heart of the problem is what is known as the tragedy of the commons—a unique dynamic that sabotages cooperation. In a nutshell, the problem is that no one can trust each other, which produces a destructive race to the bottom. On a domestic level, the tragedy of the commons is easily solved through regulation. On a supranational level, however, governance mechanisms collapse, often with catastrophic consequences. This essay proposes a bold and totally novel solution to short-circuit this effect.
