About Becky C. Smeltzer

Becky Smeltzer is the Technical Services Librarian for The University of Tennessee Municipal Technical Advisory Service (MTAS). As an agency of the Institute for Public Service, MTAS provides technical assistance to cities and towns across Tennessee.
Becky has spent most of her professional life as a Librarian at the University and in Knox County and is committed to improving staff development, as well as instructional services for the library's users. In 2009, she completed an M.S. in Education with a concentration in Instructional Technology.
Currently, she is a doctoral candidate in Adult Learning at UT. Her research interests are in self-directed learning, community leadership, and resistance to learning.

  • 2013 MTAS Customer Service Award "for being a go-to person for customers and co-workers for library and publication assistance ... and for always being willing to share knowledge of the MTAS website and computer skills to help co-workers and customers."
  • 2011 Institute for Public Service Beacon Award. The Beacon Award recognizes an individual who has "demonstrated a continued capacity for providing top-notch services behind the scenes, usually by having first-hand knowledge of projects and by helping support agency outcomes ... as an employee who comes to work day after day supporting the outcomes of their agency, but in a manner which is largely unknown to many customers or even other members of IPS agencies."
  • 2007 MTAS Trailblazer Award. "For outstanding service to MTAS and Tennessee cites; for excellence in maintaining MOLLY and the essential information it contains; for providing exceptional leadership for internal training initiatives; and, for always answering our questions in a responsible and thoughtful manner."
