Abstract
We find ourselves in the midst of the greatest information and communications revolution in human history. More than 40 percent of the world’s population has access to the internet,with new users coming online every day. Among the poorest 20 percent of households, nearly 7 out of 10 have a mobile phone. The poorest households are more likely to have access to mobile phones than to toilets or clean water.We must take advantage of this rapid technological change to make the world more prosperous and inclusive. This Report finds that traditional development challenges arepreventing the digital revolution from fulfilling its transformative potential.For many people, today’s increase in access to digital technologies brings more choiceand greater convenience. Through inclusion, efficiency, and innovation, access provides opportunities that were previously out of reach to the poor and disadvantaged.
