When Health Policy and Hospital Budgets Collide: Impact of ACA Section 9007 and Community Benefit

Abstract
Using two different scenarios, this paper examines the potential impact of the Affordable Care Act mandates on the fiscal status of a nonprofit community hospital. All four policy requirements of Section 9007 are discussed with special attention paid to the Community Health Needs Assessment (CHNA) regulation. A situation analysis shows a projected financial impact of a minimum of 1.5% on net revenue. Community benefit challenges and recommendations are summarized.
