Abstract
As the debate over admissions at New York City's specialized high schools rages on, the latest idea for addressing the dismal lack of racial diversity at these schools is a new bill in the state Senate to expand gifted programs in elementary and middle schools. Supporters pitch the bill as an alternative to the mayor's proposal to diversify the specialized high schools by replacing the admissions test with guaranteed spots for a set percentage of top students from middle schools across the city.
