Presently, the success of nations is intimately related to technological progress, creation of knowledge and the resulting advances in Science, Technology and Innovation (STI). The importance of indicators and measurement of STI is a central element of analyzing and defining dynamics of the country in this domain. For knowledgebased economies, appropriate use and measurement of indicators can produce relevant signals for monitoring growth and development of countries, considering that adequate indicator use and management can improve productivity and therefore constitutes a differentiating element in the long run.
