Abstract
An introduction and commentary (kaisetsu) I wrote for the reprint of two books related to the creation of the Film Law in Japan at the end of the 1930s: Fuwa Yushun's Eigahō kaisetsu and Dai 74-kai Teikoku Gikai eiga hōan giji gaiyō, which is a transcript of the debates in the Diet over the Law. I argue that not just the Film Law itself, but also the discourses around it, constitute a conception of cinema—in effect, a film theory.
