Abstract
"With the Clinton Administration calling for efforts "to reinvent government" to meet the challenges of the next century, it is amazing that the nation’s immigration system, has so far been excluded from these reform proposals. For there are few other areas of policymaking where a mere change in administrative structure of government could enhance the effectiveness of public policy more than in the area of immigration."Suggested Citation
