<description>This paper explores promotion patterns of China's provincial leadership. Building on the  strong organizational need for commitment, consensus-building and reliable vertical  information flows within China's corrupted M-form state structure we show that network-  based promotion plays a crucial role in leadership recruitment. Our empirical evidence is  based on provincial leadership data covering 1101 observations for the period from 1985 to  2005.</description>

<description>While technological progress in China's manufacturing industry has been attributed mainly to spillover effects from foreign direct investments, empirical research has paid less attention to the role of the country's growing indigenous innovation capabilities since the mid-1990s. With the Chinese government's official objective of shifting from a resource-driven to a knowledge-based economy, science and technology policies push universities to assume a new role as entrepreneurs and to reconsider their traditional functions as teachers and researchers in light of commercial relevance. Based on panel data for China's large and medium size corporations aggregated at the three-digit industry level between 1998 and 2004, we show that universities are becoming more integrated into regional systems of innovation. Spillover effects, however, vary among regions, sectors, and in relation to ownership structures, and depend on intramural R&amp;D expenditures as a means to absorb external knowledge. Our results suggest that science and technology policies neglect institution building to facilitate comprehensive science-industry linkages and over-emphasize incentives for universities to provide public research as a private good.</description>

<description>Dieser Artikel geht anhand eines dialogischen Versuchs zwischen Philosophie und Ökonomie der Frage nach, wie eine adäquate Form wissenschaftlicher Auseinandersetztung mit dem Phänomen 'Globalisierung' aussehen könnte. Zunächst wird seitens der Philosophie ein kritisscher Blick auf die gegenwärtige 'Globalisierungsdebatte' geworfen und insbesondere die Frage gestellt, inwieweit etablierte Einzeldisziplinen mit ihren Strategien der Komplexitätsreduktion die Komplexität dessen, wofür der Signifikant 'Globalisierung' steht, zu erfassen vermögen. Im Anschluss daran wird anhand von Beispielen aus den Wirtschaftswissenschaften verdeutlicht, wie diese Disziplin den angesprochenen Problemen zu begegnen versucht. Abschliessend wird in einer gemeinsamen Synthese erörtert, inwieweit der 'Globalisierungsdiskurs' als ein Indiz für den Bedarf einer Revision wissenschaftlich-disziplinären Denkens gedeutet werden könnte und welche Möglickeiten es gäbe, kompetitive Disziplinarität in Richtung komplementärer Disziöoinarität zu überwinden.</description>

<title>Is a New Broom Sweeping Clean? The Emergence of the China Banking Regulatory Commission</title>

<description>In recent years, the Chinese legal system has come closer to meeting international concepts in the area of banking regulation and supervision. This may be seen as China's self-imposed commitment to the rules of the &quot;international community&quot; in order to become a reliable global partner. There are important aspects that still deviate from international standards and opinions about the changes are divided even within Chinese society. We show that the new laws and regulations mark a fundamental change in the promotion of operational independence for supervising agencies, whereas political influence of the central government still remains strong. This can be explained by the central government's aim to weaken local and provincial governments' interference in the business of commercial banks while protecting its own abilities to control macroeconomic performance via the banking system.</description>
