Moreno-Cruz has a PhD in Economics from the University of Calgary and a B.Sc. and
M.Sc. in Electrical Engineering from the University of Los Andes, in Bogota, Colombia.
Moreno-Cruz’s research focuses on the interaction of climate change, technological change
and economic growth. Moreno-Cruz has investigated how geoengineering technologies affect
optimal climate policy, the interaction among nations, and the asymmetric impacts across
regions and across generations created by the implementation of breakthrough
technologies. Currently, he is studying previous energy transitions in order to inform
current policy. Moreno-Cruz work is at the intersection between applied theory and public
policy.
