Assessing the Impact of Place-Based Scholarships on Post-Secondary Attainment and Local Economic Development

Abstract
The Upjohn Institute will oversee a multi-faceted research initiative assessing the impact of place-based scholarships on post-secondary attainment and local economic development. The project involves the development of an integrated database covering post-secondary enrollment and attainment in five Promise communities, a series of working papers based on this data by researchers in five Promise communities using a common analytical framework, and the development of a Web-based clearinghouse of promising practices for Promise communities that includes best-practices information on how to track the impact of Promise programs. Institute staff members will direct the project, which involves twelve researchers from six institutions. The overall goal is to help transform the current ad hoc nature of Promise research into a more coordinated and robust body of work that can help Promise communities maximize impact of their programs.
