Currently Associate Dean (Research and Graduate Studies) at the University of
Manitoba, my primary research and teaching interests concern the intersection of law and
money. Tax law is an obvious locus of that intersection. I teach taxation law and conduct
research on tax havens as well as the tax-driven governance of philanthropy. Much of my
research focuses on contemporary attempts to control international criminal activity
through an assault on the financial element of crime, the revenues upon which it thrives
as well as the resources (terrorist finance) that permits its execution. I also regularly
teach international law and conflict resolution.
