The Last 100 Days
Abstract
We analyze last-minute unilateral actions of an outgoing president during a presidential transition. Contrary to the conventional wisdom, outgoing presidents make significant policy decisions, often create commitments that the new president is obligated to honor. We explore the implications for representation and accountability.
