Linda Love Vines joined the tax clinical faculty in January 2003 as a Reuchlein
Clinical Teaching Fellow. She was awarded her LL.M in Taxation in 1994 and her J.D. in
1990 from Villanova University School of Law, and her B.S. in Accounting in 1987 from
Villanova University. She was a Senior Attorney in Tax Litigation in the Office of Chief
Counsel, Internal Revenue Service. As an IRS attorney, Linda managed a large inventory of
docketed and non-docketed cases. She litigated civil fraud and other civil income tax
cases before the United States Tax Court. She prepared defense letters for refund
litigation suits for referral to the Department of Justice, and memoranda to the United
States Attorney’s Office recommending prosecution in criminal tax cases. She provided
ongoing legal assistance to the IRS in cases under examination and reviewed proposed
statutory notices of deficiency in cases involving complex issues. Served as Counsel
liaison to the Pennsylvania Department of Revenue.
