Abstract

Compares Buffalo to Cleveland, suggesting that Cleveland's downtown is more prosperous than that of Buffalo not because of its museums but because of its housing variety and police presence. The article goes on to suggest that Buffalo outside downtown is more prosperous than most of the city of Cleveland.
