Abstract

This chapter outlines the process by which equal employment legislation has transformed sexual harassment from an issue of public rights to private governance. The chapter traces the history of sexual harassment judicial decisions and the legislative response of empowering intra-corporate dispute resolution processes. It concludes by examining the impact of this legislative reform on the prospects of transformative social change for Japanese working women. [In Japanese.]
