Abstract
I welcome the opportunity to comment on Proceeding 14-28. I am a librarian and
information policy attorney, who has been teaching people how to use the Internet and
advocating for access to the Internet since 1992. I agree with the legal analyses offered
by Public Knowledge and FreePress in their respective filings, but rather than reiterate
the same legal arguments, offer instead my personal observations and experiences.
