Description
Washington's Joint Legislative Audit and Review Committee (JLARC) was charged by the state legislature to oversee the state's Employment Security Department's evaluation of the Training Benefits program, which is a program to encourage recipients of unemployment compensation to enroll in formal education and training. Staff members from the Upjohn Institute consulted with the individuals conducting the evaluation in the initial design phase of the ESD evaluation, and tracked progress of it, and finally audited the results.
