A native of Cuba, José Heriberto García Peña is a professor of business law with a
strong appreciation of the market economy. He received his law degree from the
Universidad de Camagüey in Cuba, where he taught commercial law. After leaving Cuba, he
took masters of laws and doctor of laws degrees magna cum laude from the Universidad
Nacional Autónoma de México, where he has taught entrepreneural law. He currently directs
the law and economics program at the Instituto Tecnológico y de Estudios Superiores de
Monterrey. He also lectures at the Universidad Panamericana, the Universidad Cristóbal
Colón de Veracruz and the Escuela Libre de Derecho de Sinaloa.
