It then examines the problems associated with the application of the 1945 Conventions. Finding the current Conventions not to be an ideal solution, it advocates for a new conventions modeled to meet the new dynamics of conflicts between states and international terrorist organizations. Finally, proposing jurisdiction articles for that convention and guiding principles for the drafting of the substantive provisions. Joel D. Rohlf
