The Possibility of Experimentalist Administrative Agencies

Abstract

In this introduction to and summary of my JSD dissertation (submitted for defense at Columbia University in April 2007), I review my research and some of my conclusions, 2002-06. I argue that the normative and institutional structure of lawmaking by administrative agencies makes them unfit for solving complex and evolving public problems like biodiversity loss.
