The other path: the invisible revolution in the Third World
Abstract
Governments must create ways to link their underground or informal economies into the formal economy. The poor actually do own enormous assets in their shanty houses and micro-businesses which are invisible to the state, but have no way of leveraging these assets into capital due to the lack of a unified, legal property system.
