One of several negative consequences flowing from Indigenous gambling, particularly problem gambling, is crime. Such crime may be personal (theft and fraud), interpersonal (violence and abuse) or community based (exploitation). From a cultural perspective, the ripple effects flowing from demand sharing by gamblers can drain resources from the gamblers’ family, extended family, friends and others in a widening circle of reciprocal obligation. As part of a larger study, this paper reports on findings into the consequences of card and commercial gambling and potential interventions for Indigenous Australians in northern Queensland (QLD) and northern New South Wales (NSW). Permission was granted by Indigenous Elders and others to conduct this research in three QLD and six NSW locations. Using qualitative methods and purposeful sampling, interviews were conducted with 229 Indigenous Australians, 24 non-Indigenous gambling help counsellors, 41 non-Indigenous gaming venue managers and 14 non-Indigenous Australians. Common positive consequences were reported to include socialising, having a common interest, social and physical comfort enjoyment and reduced alcohol consumption. Common negative consequences were reported as financial losses, hardship, family and relationship problems and ripple effects from reciprocal obligation demands. In several locations, negative consequences were said to comprise mental health issues and crime. Possible solutions suggested by the participants comprised primary, secondary and tertiary interventions such as: community education and awareness campaigns targeting Indigenous gamblers, families and communities; providing gambling outreach services to Indigenous communities; and the provision of culturally appropriate gambling counselling and treatment services, respectively.

Although Australia has more than 5500 registered and licensed clubs, many of them major business operations, Club Management in Australia: Administration, Operations, and Gaming (originally published in 1998) was the first book of its kind on this important subject. The book is a unique educational text and reference work for club managers, directors, and employees, as well as students and educators. It integrates theory and practice by providing a comprehensive coverage of operational and management issues in all departments, including human resources, marketing, finance, food, beverage, gaming, and entertainment. The book examines the roles of directors, managers, employees, and club members, and provides a current overview of the legal obligations of club management in all Australian states and territories.

Gaming is given particular attention. Gaming machine operations and management and other types of gaming are covered in detail in the context of the competitive environment faced by licensed clubs, and the social and economic effects of gambling. (This section covers the new or revised Gaming Management Competency Units in the (2002) Hospitality Training Package THHADG02A (Develop and Manage Gaming Activities) and THHADG03B (Provide Responsible Gambling Services).

Gambling by employees of Queensland gaming venues: workplace influences on responsible gambling and problem gambling

This study, funded by the Responsible Gambling Grants Program of the Queensland Government, focuses on gambling by employees of Queensland gaming venues. Of central concern is how aspects of their workplace might influence the gambling behaviour of these staff, in order to identify how gaming venues can provide a work environment that encourages responsible gambling and discourages problem gambling amongst their employees. It focuses specifically on employees of Queensland clubs, hotels and casinos and encompasses staff employed in gaming and non-gaming related positions, in front-of-house and back-of-house areas, and at operational, supervisory and management levels.

More specifically, the project addresses the following research objectives:

1. To investigate the gambling behaviour of Queensland gaming venue employees, particularly in terms of responsible gambling and problem gambling.

2. To examine how Queensland gaming venue employees perceive that aspects of their work environment influence their gambling behaviour in terms of responsible gambling and problem gambling.

3. To examine how Queensland gaming venue managers perceive that aspects of their venue’s work environment influence their employees’ gambling behaviour in terms of responsible gambling and problem gambling.

4. To identify how gaming venues can provide a work environment that encourages responsible gambling and discourages problem gambling by gaming venue employees.

Little prior research has been conducted into gambling by gaming venue staff. In fact, only four prior studies have focused on this, all conducted amongst casino employees in the United States. As such, this is the first known research project in Australia to examine the gambling behaviour of gaming venue employees. It is also the first to examine how working in a gaming venue might influence the gambling behaviour of gaming venue employees and to identify potential venue interventions. Given the paucity of research specific to this area, the study is informed by a general public health perspective of gambling that recognises that contextual factors can influence gambling behaviour and that interventions can often be developed to reduce risk factors and enhance protective factors

Funded by the Queensland Office of Gaming Regulation, this project conducted a quantitative survey of Indigenous gambling, problem gambling, its demographic, behavioural, perceptual and attitudinal correlates, and help-seeking behaviour in the Yarrabah Community in North Queensland. A household survey gained responses from 72% of all adults in the community, and was supported by an art competition in the local schools, a Yarrabah Gambling Awareness Week, and follow-up gambling health promotion activities.

Was gambling introduced to Indigenous Australians by British colonists in 1788 or was it introduced by Macassan fishermen much earlier? Using a variety of literature resources, it is argued that Indigenous Australian gambling did exist in regions along Australia's northern coastlines in pre-colonial times due to the influence of Macassan fishermen. Using an anthropological model, the adoption of card games and gambling is seen as an adaptive response to changes in the lives of Indigenous Australians. It is also argued that Binde's (2005) four conditions for predicting the presence of gambling in traditional societies are not reliable indicators for predicting gambling by Indigenous Australians in northern Australia in pre-colonial times
