Abstract
In 1992, the Lithuanian Department of Statistics and Ministry of Social Welfare began a new household budget and expenditures survey to monitor changes in household welfare and expenditures. The primary purpose of the survey would also be used as the basis for the consumer price index, for assessing poverty and unemployment levels, and for evaluating the level and structure of income and consumption. The report provides an initial overview of the data, with particular attention to conditions for the low-income households and to changes occurring over the period of the survey in expenditures and income.
