Dr. Frank Hughes is a Professor in the School of Criminal Justice at Grand Valley
State University. Prior to joining the faculty at GVSU in the fall of 2002, he taught in
the Masters in Science and Administration at Central Michigan University, College of
Extended Learning. Dr. Hughes completed 25 years of service with the Michigan Department
of State Police, completing his career as Post Commander of the Mt. Pleasant post and is
a 1995 graduate of the FBI National Academy. 

Professor Hughes’s research and writing focus is primarily in the area of law enforcement
policy development, training, and performance assessment. An additional focus is in the
area of leadership development within in the ranks of law enforcement profession.
