The Public Manager (2011)
  • Frances Edwards, San Jose State University
Abstract
The author discusses the immediate and long-term implications of homelessness on individuals and families in the U.S. It notes several natural disasters that have contributed to the nation's homelessness including the Whittier Narrows earthquake in Orange, California in 1987, and the firestorm in Oakland-Berkeley Hills in San Francisco, California. The author also cites risk-based zoning and strict building codes as solutions that can aid in preventing or mitigating the causes of homelessness.
