Biofuels can be an alternative to fossil fuels in order to reduce GHG emissions. But, to reduce GHG emissions to the lowest possible cost, it is important not to confine policies to any particular type of production. Policy instruments should be designed to make it more expensive to cause GHG emissions wherever they come from.
